I provide litigation-grade habitability inspections for attorneys representing tenants and landlords. I document observable property conditions, tie findings to applicable California habitability standards and local enforcement requirements, and stay within inspection scope. The report gives counsel the technical foundation to argue the case.
I do not estimate repair costs, assign fault, or render legal conclusions. I document what I observe and connect it to the applicable standard. The attorney builds the legal argument.
I work both sides. The methodology does not change based on who retains me. What I produce is a neutral, dated, defensible record of what existed at the property on the day I walked it.
What I Document
Habitability cases often turn on clear documentation: photographs, measurements, dates, locations, and the applicable standard. My litigation inspections cover the conditions that drive habitability disputes in Los Angeles County rental properties:
Life Safety and Electrical
smoke and CO detectors, observable panel conditions, visible wiring defects, GFCI protection, open grounds, and apparent overloading conditions.
Egress, Ceiling Height, and Occupancy
window dimensions, door clearances, minimum ceiling height requirements, occupancy classification (R-2 vs. R-3 changes the requirements significantly).
Plumbing and Water
supply and waste conditions, water temperature, water heater safety, leak evidence, moisture readings.
Ventilation, Moisture, and Mold
exhaust fan function, kitchen venting, airflow adequacy, visible growth, staining patterns.
General Habitability
heating, weatherproofing, locked entry, functioning fixtures, pest evidence, sanitation, refuse disposal.
Where the property falls under RHHP, SCEP, or REAP, the report addresses those program-specific standards alongside state habitability requirements.
How the Report Is Structured
Each deficiency is documented with a photograph, the location within the unit, a measurement or reading where applicable, the relevant standard, and a severity assessment. Reports are written with the understanding that opposing counsel will read them.
I do not overreach. If a condition requires a structural engineer, licensed electrician, or materials testing, I say so in the report rather than offer opinions outside my scope. That discipline is what makes the rest of the report defensible.
Scheduling and Turnaround
I can typically schedule within the same week. Reports are delivered same-day or next-day after the site visit. For urgent matters involving hearing deadlines or filing timelines, I accommodate expedited scheduling.
Deposition and Testimony
I am available for deposition and trial testimony on the findings in my reports. My testimony covers what I observed, how I documented it, and what standards apply.
