A report is not useful because it has photos. It is useful because it documents conditions, dates, locations, measurements, and applicable standards, and it states the limits of what I am opining on, in a form that can be defended later. That is the difference between a record that protects you and a stack of pictures that does not.

I read code, not just checklists. My work is grounded in code enforcement fluency, multifamily compliance depth across RHHP, SCEP, SB-721 and the related programs, and the kind of documentation discipline that holds up under scrutiny. The same inspector works with the landlord, the property manager, the investor, and the attorney, on either side of a matter. What is in the report, and why it is built to hold up

The evidentiary value is in the structure, not the volume of photos. Every California habitability report includes:

  • Dated, location-tagged photographs of each documented condition
  • Measurements where the severity of a condition depends on them
  • References to the applicable standard: Civil Code 1941.1, Health and Safety Code 17920.3, Title 25, and the habitability standards courts apply
  • Plain condition narratives that describe what was observed, where, and when
  • Clearly stated limits of opinion, so the report says exactly what it does and does not establish

Scheduling and turnaround

I can typically schedule within the same week, and most reports are delivered the next day after the site visit. Litigation engagements run on the timeline set in the engagement letter. For urgent matters involving hearing, insurance, or filing deadlines, I accommodate expedited scheduling.

Scope and limits

I document observable conditions against California habitability standards. I am not an attorney and do not provide legal advice. I do not provide construction-defect opinions, structural engineering analysis, or electrical code interpretation. Where those are needed, I document what I observe and recommend the appropriate licensed professional, for example, a structural engineer for balcony or seismic questions. I am available for the tenant side or the landlord side, and being clear about these limits is part of what makes the documentation credible.

Frequently asked questions

Do you work for tenants or landlords?

Both. I document conditions against California habitability standards, and the findings are the findings either way.

Will your report hold up in court?

No one can promise what a court will do. What I control is how the report is built: dated and location-tagged photographs, measurements, code references, plain condition narratives, and clearly stated limits of opinion. I am available for deposition and trial testimony on my findings.

How is this different from an RHHP or SCEP inspection?

RHHP and SCEP are government enforcement programs in specific jurisdictions. A habitability documentation report is independent, applies to any rental in California, and is built to be defensible rather than to satisfy a single program checklist.

Can you document conditions after a tenant has already sent a demand letter?

Yes. Documenting actual conditions after a demand letter arrives, before you respond, is one of the most common reasons owners and their attorneys call.

How long is a habitability inspection report valid?

A habitability documentation report doesn't carry a formal expiration date, but it reflects the property condition on the inspection date. Most owners refresh documentation annually or before a policy renewal, a sale, or an anticipated dispute to keep the file current.

Can I share this documentation with my insurance carrier or my attorney?

Yes. The report is your record. Owners commonly use it to support insurance claims, demonstrate proactive maintenance in habitability disputes, or give attorneys a dated baseline when responding to tenant complaints, notices, or demand letters.

As a landlord, does a tenant have to let me into the unit for habitability documentation?

Under California Civil Code §1954, landlords can enter for necessary repairs and inspections with at least 24 hours' written notice. Most tenants cooperate when the visit is framed as proactive maintenance rather than a formal inspection.

If the RHHP inspector still finds issues after my prep, does prior documentation help?

Yes. Even when the county identifies items your prep didn't catch, prior documentation demonstrates good-faith maintenance effort. It also gives you a baseline to track corrections cleanly within the 21-day window the county allows.

Do you give legal advice?
