RHHP Inspection in Unincorporated LA County
The Rental Housing Habitability Program (RHHP) is LA County’s proactive rental inspection program, and its coverage is narrower than most owners realize. An RHHP inspection applies to rental properties in unincorporated LA County only. If your building sits inside an incorporated city (Pasadena, Glendale, Burbank, Long Beach, Santa Clarita, Torrance, and others), it is not subject to RHHP, though it is still fully subject to California habitability law under Civil Code 1941.1 and Health and Safety Code 17920.3. RHHP covers rental properties with two or more units and tenant-occupied single-family homes in unincorporated LA County, inspected on a four-year cycle.

What an RHHP Inspection Covers
The RHHP inspection scope tracks the county’s official checklist: interior conditions in each unit (heating, plumbing, electrical, ventilation, moisture, life-safety), exterior and common area conditions, and any items the county has previously flagged. Findings are logged at the unit and premises level, with critical items flagged as:
- Unit Critical: deficiencies inside a specific unit that impact habitability
- Premises Critical: deficiencies affecting the property as a whole, common areas, or shared building system
